Introduce yourself
Have a look at their profile, does it have a location there. Do you live near there, have you been on holiday there? If so a breif mention of that may be an idea.
Do they have any interests in their profile? If so what are they? Is there anything you could include in the pm about these interests?
Does it say if they are a student? Ask what they are taking.
Try not to send a pm alot of questions in them, you want to be welcoming but at the same time you don't want to scare them (and asking lots of questions can quite easily do that).
Have they made a first post? Perhaps you could include responses from that post within your pm.
Include a welcome cow, and explain it's tradition if you so wish.
At the end of the email it would be a good adea to end it with this link Welcome wagon
For example: From me and all the other members of the Welcome wagon welcome to bus!
