post in sourcebook

I was just wondering why this post http://buslist.org/phpBB/viewtopic.php?f=8&t=197809 is in source book? It's not about hospital admissions, it's about one poster's opinion of suggested allocation of resources in an area of England. I asked in the post, but had no response. Since there's no mod for sourcebook, I thought I would bring it here. It's not the biggest deal but...it doesn't belong in sourcebook. It is not a resource.
