If you go to your User Control Panel (top RHS of the screen)--->Usergroups--->select "please be healthy" --->Submit that will send a request to the PBH mods and (I think) the admins.
If you don't get permission within a few days then a "request to join" PM to one of the admins (splitimage, jomomma, Milvus and ChaseThisLight seem to be the most active currently) will do the trick
