how do i get my own picture as my avatar, like, if i want a pic to be made my avatar, do i send it to an admin?

No, it doesn't. You can send your preferred avatar by e-mail as a .jpg attachment to bus.avatars@gmail.com . The avatar staff will then put it onto the "reserved" list - eg, my kiwi avatar is at http://buslist.org/phpBB/images/avatars ... kiwi33.jpg which means that I am the only member who can use it.
