can't find the join usergroup button?

it says in the before & after forum you're supposed to join the usergroup before you post, but i've looked everywhere and can't find where to do that. its not in the top right corner or whatever like it says.

Hi there if you go to the User control Panel it is one of the options in there the one under board preferences I think xx
