the page does exist, it's just a page with an error notice 
it sounds like spyware, so do you have a spyware checker? i use ad-aware - www.Lavasoft.com/Adaware_2007
does changing the settings help? in internet explorer you go to Tools -> Internet Options and change the default homepage. a spyware check is probably necessary though.
